COUNCIL STAFF
The Ndu council has regular staff strength of 79 permanent and seasonal personnel. There are 37 permanent staff and 42 are temporal staff. The staff is recruited to meet up with various tasks demanded by the council and depending on the available financial resources. The senior members of the staff, i.e. the Secretary General and the Municipal Treasurer are appointed by a Ministerial Decree.
The classification of the Ndu Council staff ranges from category 3 to category 10 depending on the level of education as observed in table 4. This classification is followed by the index depending on the longevity in service and advancement achieved. This work force is predominantly made up of average skilled workers to meet the present needs in the council. However with the decentralization process requiring the council to assume more responsibilities.
It is necessary to employ more qualified staff with technical knowledge in key domains like project elaboration, community animation and fund raising activities. The staff is predominantly male with 75.5%, while the female composition is only 24.5%. The Ndu council has a mixture of both experienced and inexperienced staff which can enhance the growth of the Ndu council. The average age of the permanent workers of the institution is established at 43.5years. The distribution of the age is skewed to the right with the median and mode being 46years. There is therefore the need to recruit more young and vibrant workers to be initiated into the activities of the council.
Given the human resources available in the council and with the task that lie ahead in implementation of community actions the LSO found that there is no department in the council to assist in their implementation. It will therefore be absolutely necessary for the council to recruit; A senior staff (First Degree or Equivalent) in charge of follow-up community/ Local solutions and community animation should be recruited at the council.
